A few things here;
Firstly you're installing an old version.
Secondly you are using the composer version whereas you should use the full version.

I am trying to install OpenCATS using Composer through the command prompt, but I am encountering some issues. First, I made sure that both PHP and Composer are installed correctly by verifying their versions. After navigating to the OpenCATS directory, I ran the composer install command to install the dependencies. However, it seems there are some problems. I’ve checked for common issues such as missing PHP extensions, incorrect PHP versions, and permission errors. I also tried clearing the Composer cache and increasing the memory limit, but the issue persists. If anyone can offer advice or a solution, I would greatly appreciate it. :D
